Ageof Empires 4 uses a population limit of 200. That is the same as Age of Empires 3 and what nowadays is standard for Age of Empires 2. If you want to unistall them, you could try opening your mod folder, deleting the mods there, and then going into the text file in that folder, that lists all your mods, and deleting the corresponding mod in that file as well.
